About Ministry

၁။ အလုပ်သမား၊ လူဝင်မှုကြီးကြပ်ရေးနှင့် ပြည်သူ့အင်အားဝန်ကြီးဌာနသည် နိုင်ငံတော်အစိုးရ၏ ဦးဆောင်လမ်းညွှန်မှုဖြင့် နိုင်ငံတော်ကြီးကို အေးချမ်းသာယာပြီး ခေတ်မီဖွံ့ဖြိုးတိုးတက်သည့် ဒီမိုကရေစီ နိုင်ငံတော် ဖြစ်ထွန်းပေါ်ပေါက်စေရေးအတွက် ကြိုးပမ်းအကောင်အထည်ဖော် ဆောင်ရွက် လျက်ရှိပါသည်။ ဝန်ကြီးဌာနအနေဖြင့် လုပ်ငန်းများအကောင်အထည်ဖော် ဆောင်ရွက်ရာတွင် ပိုမို ထိရောက်လျင်မြန်စွာ ဆောင်ရွက်နိုင်ရေးအတွက် အလုပ်သမားရေးရာဆိုင်ရာလုပ်ငန်းများနှင့် လူဝင်မှုကြီးကြပ်ရေးနှင့် ပြည်သူ့အင်အားဆိုင်ရာလုပ်ငန်းများဟူ၍ နှစ်ပိုင်းခွဲခြားဆောင်ရွက်လျက် ရှိပါသည်။

၂။ အလုပ်သမား၊လူဝင်မှုကြီးကြပ်ရေးနှင့် ပြည်သူ့အင်အားဝန်ကြီးဌာန(အလုပ်သမားရေးရာဆိုင်ရာ) သည် နိုင်ငံတော်တည်ဆောက်ရာတွင် အဓိကကျသော လူ့စွမ်းအားအရင်းအမြစ်များကို စဉ်ဆက်မပြတ် ဖွံ့ဖြိုး တိုးတက်အောင်ဆောင်ရွက်ရေး၊ နိုင်ငံသားများ၏ လူမှုစီးပွားဘဝ ဖွံ့ဖြိုးတိုးတက်ရေးအတွက် အလုပ်အကိုင် အခွင့်အလမ်းများ တိုးတက်ရရှိနိုင်ရေး၊ အလုပ်သမားဈေးကွက် ဖွံ့ဖြိုးတိုးတက်ခိုင်မာစေရေး၊ အလုပ်သမား ဥပဒေပါအကျိုးခံစားခွင့်များအတွက် စည်းကြပ်ဆောင်ရွက်ရေး ၊လုပ်ငန်းခွင် ဘေးအန္တရာယ် ကင်းရှင်းရေး၊ လူမှုဖူလုံးရေးစီမံကိန်း အကောင်အထည်ဖော်ဆောင်ရွက်ရေး၊ အလုပ်ရှင် နှင့် အလုပ်သမား အကြား အငြင်းပွားမှုများ လျော့နည်းပပျောက်ရေးတို့ကို ပြဋ္ဌာန်းထားသည့် ဥပဒေများနှင့်အညီ အလုပ်သမားရေးရာ လုပ်ငန်းတာဝန်များကို နိုင်ငံတော်၏ တိုးတက်ပြောင်းလဲ ဖြစ်ပေါ်လျက်ရှိသည့် နိုင်ငံရေး၊ စီးပွားရေး၊ လူမှုရေး အခြေအနေများနှင့် လိုက်လျောညီထွေစွာဖြင့် မူဝါဒများ၊ ရည်မှန်းချက်များ၊ လုပ်ငန်းစဉ်များ ချမှတ်၍ အကောင်အထည်ဖော် ဆောင်ရွက်လျက်ရှိပါသည်။

၃။ လူဝင်မှုကြီးကြပ်ရေးနှင့် ပြည်သူ့အင်အားဆိုင်ရာအနေဖြင့် ပြည်သူတို့၏ လက်ငင်းဦးစားပေး လိုအပ်ချက်များဖြစ်သည့် အိမ်ထောင်စုလူဦးရေစာရင်းနှင့် ကိုင်ဆောင်သင့်သည့်ကတ်ပြား တစ်မျိုးမျိုး ရရှိစေရေးအတွက် ထိရောက်သော ဖော်ဆောင်မှုများဖြင့် ဖြည့်ဆည်းဆောင်ရွက်ပေးနိုင်ရေး၊ နိုင်ငံတော်၏ ဈေးကွက်စီးပွားရေးနှင့် ပွင့်လင်းမြင်သာစွာ ဖော်ဆောင်မှုတို့ကြောင့် နိုင်ငံခြားသား ခရီးသွားများ၊ ရင်းနှီး မြှုပ်နှံလိုသူများ၊ ကျွမ်းကျင်ပညာရှင်များ၊ နိုင်ငံတွင်းသို့ အဆင်ပြေချောမွေ့စွာ ဝင်/ထွက်သွားလာနိုင်ရေး၊ နိုင်ငံတော်၏စီမံကိန်းများရေးဆွဲရာတွင် အဓိကလိုအပ်သည့် တိကျ မှန်ကန်သော လူဦးရေကိန်းဂဏန်း အချက်အလက်များရရှိရေးတို့အတွက် ဦးတည်ကြိုးပမ်း ဆောင်ရွက်လျက်ရှိပါသည်။

Vision

1. To become Industrial Peace as a relation of Government, employers and employees triple type system.

2. To enforce for workers to enjoy the labour rights according to the labour laws.

3. Occupational Safety and to reduce Occupational Accident and Disease.

4. Registration and placement for jobseekers in both land and Overseas and also safe migration.

5. Conducting Vocational Training Course for workers.

6. Implementation of Social Security Scheme to protect Social Protection and Health for Social Security

Insurance Workers.

7. The settlement for Trade- disputes according to existing labour laws.

8. Research for labour affairs and collection data of labour market information and employment statistics.

9. Matters pertaining to international and regional labour affairs.

10. To implement the tasks of immigration, national registration and citizenship registration and population

enumeration in accordance with law and rules and by utilizing modern and sophisticated high-end technologies

and efficient human resources.

11. To carry out duties in accordance with the policies and guidance laid out by the State.

Mission

To develop the State through trilateral cooperation between the government, employer and employee in accordance with Labour related laws and to implement systematically immigration, national registration and population enumeration tasks in line with policies of the State.

Policy

(၁) နိုင်ငံတော်ဖွံ့ဖြိုးတိုးတက်ရေးအတွက် လုပ်သားအင်အားကို စနစ်တကျနှင့်အကျိုးရှိစွာ အသုံးချနိုင်ရေး၊

(၂) အမှန်တကယ်အလုပ်လုပ်နိုင်သူများကို သင့်တော်ကောင်းမွန်သည့် လုပ်ငန်းခွင်များ၌ နေရာချထား ပေးခြင်းဖြင့် အလုပ်သမားများ အတွက် လုပ်ခဝင်ငွေများ ရရှိနိုင်ပြီး အလုပ်သမားများ၏ ဆင်းရဲမှုကို လျှော့ချပေးနိုင်ရေး၊

(၃) စည်းကမ်းကောင်းမွန်ပြီး စွမ်းဆောင်ရည်ထက်မြက်သည့် ကျွမ်းကျင်လုပ်သားများ စဉ်ဆက်မပြတ် ပေါ်ထွန်းလာစေရေး၊

(၄) ခေတ်မီနိုင်ငံတော်တည်ဆောက်ရေးအတွက် အခြေခံလိုအပ်ချက်ဖြစ်သော အရည်အချင်း ပြည့်ဝသည့် လူ့စွမ်းအားအရင်းအမြစ်များ ဖွံ့ဖြိုးတိုးတက်ခိုင်မာစေရေး၊

(၅) အလုပ်အကိုင်အခွင့်အလမ်းများ ပိုမိုဖန်တီးပေးနိုင်ခြင်းဖြင့် မြန်မာအလုပ်သမားထု၏ လူမှုစီးပွားဘဝ ကို ဖွံ့ဖြိုးတိုးတက်စေရေး၊

(၆) အလုပ်သမားများအတွက် လုပ်ငန်းခွင်အေးချမ်းသာယာ၍ ဘေးအန္တရာယ် ကင်းရှင်းပြီး ကျန်းမာရေး နှင့် ညီညွတ်သင့်တော် ကောင်းမွန်သောလုပ်ငန်းခွင်များကို ဖန်တီးပေးရေး၊

(၇) အလုပ်သမားများအား အကာအကွယ်ပေးနိုင်မည့် ခိုင်မာသောဥပဒေများကို ခေတ်စနစ်နှင့်အညီ ပြဋ္ဌာန်းဆောင်ရွက်ပေးရေး၊

(၈) အလုပ်သမားများအတွက် အမှန်တကယ်အကျိုးဖြစ်ထွန်းစေမည့် လူမှုဖူလုံရေး စီမံကိန်းများကို ချမှတ်အကောင်အထည်ဖော်ရေး၊

(၉) အပြည်ပြည်ဆိုင်ရာနှင့် ဒေသဆိုင်ရာအလုပ်သမားရေးရာကိစ္စရပ်များတွင် ပြည်တွင်း/ ပြည်ပ အဖွဲ့အစည်းများနှင့် ပူးပေါင်း ဆောင်ရွက်ရေး၊

(၁၀) မြန်မာအလုပ်သမားများအတွက် အနည်းဆုံးအခကြေးငွေ သတ်မှတ်ပေးရေး၊

(၁၁) နိုင်ငံတော်တည်တံ့ရေး၊ အချုပ်အခြာအာဏာ တည်တံ့ခိုင်မြဲရေးနှင့် အမျိုးသားလုံခြုံရေးအတွက် လူဝင်မှုကြီးကြပ်ရေးလုပ်ငန်း၊ နိုင်ငံခြားသားထိန်းသိမ်းမှုလုပ်ငန်း များကို လူဝင်မှုကြီးကြပ်ရေး ဆိုင်ရာ ဥပဒေ၊ လုပ်ထုံးလုပ်နည်းများနှင့်အညီ စနစ်တကျ ထိန်းသိမ်းကြပ်မတ်ဆောင်ရွက်ရေး၊

(၁၂) နိုင်ငံတော် အချုပ်အခြာအာဏာ တည်တံ့ခိုင်မြဲရေးနှင့် လူမျိုးမပျောက်စေရေး တို့အတွက် အဓိကဆောင်ရွက်ရမည့် အမျိုးသားမှတ်ပုံတင်နှင့် နိုင်ငံသားစိစစ်ရေးဆိုင်ရာလုပ်ငန်းစဉ်များအား ခေတ်စနစ်နှင့်အညီ နည်းပညာအသုံးပြု၍ ဥပဒေ၊ လုပ်ထုံးလုပ်နည်းများ နှင့်အညီ စနစ်တကျ ထိန်းသိမ်းကြပ်မတ်ဆောင်ရွက်ရေး၊

(၁၃) နိုင်ငံတော်၏ လုံခြုံရေး၊ စီမံခန့်ခွဲရေးကိစ္စရပ်များအတွက် စီမံကိန်းများရေးဆွဲရာတွင် အထောက်အကူ ပြုစေမည့် ခိုင်မာတိကျသော လူဦးရေစာရင်းဇယားများနှင့် အညွှန်းကိန်းများရရှိရေး။

အလုပ်သမားရေးရာဆိုင်ရာ ဝန်ကြီးရုံး ၏ လုပ်ငန်းတာဝန်များ

(၁) အထက်ဌာန/အဖွဲ့အစည်းများနှင့် ဆက်သွယ် ဆောင်ရွက်ခြင်း၊

(၂) ဝန်ကြီးဌာနများ ၊ တိုင်းဒေသကြီး/ ပြည်နယ် အစိုးရအဖွဲ့များနှင့် ဆက်သွယ် ဆောင်ရွက်ခြင်း၊

(၃) ဝန်ကြီးဌာန၏ ဝန်ထမ်းရေးရာ နှင့် အထွေထွေကိစ္စရပ်များ ဆောင်ရွက် ခြင်း၊

(၄) ဝန်ကြီးဌာန၏ မူဝါဒ ၊ လုပ်ငန်းစဉ်များ ၊ လုပ်ထုံး လုပ်နည်းများနှင့်အညီ စိစစ် ဆောင်ရွက် ခြင်း၊

(၅) ဝန်ကြီးဌာန၏ နှစ်ရှည်/နှစ်တို စီမံကိန်းများ ရေးဆွဲခြင်း၊

(၆) e-Government နှင့်သတင်းအချက်အလက် နှင့် နည်းပညာဆိုင်ရာ လုပ်ငန်းများ အကောင် အထည် ဖော်ရွက်ခြင်း၊

(၇) ဝန်ကြီးဌာန နှင့်ပတ်သက်သည့် သတင်းအချက် အလက်များ ထုတ်ပြန် ဆောင်ရွက်ခြင်း၊

(၈) ဝန်ကြီးဌာန ၏ ဘဏ္ဍာငွေ အရအသုံးများ စိစစ်ခြင်း၊

(၉) ဝန်ကြီးဌာနတွင်း စာရင်းစစ်လုပ်ငန်းများ ဆောင် ရွက်ခြင်း၊

(၁၀) အပြည်ပြည်ဆိုင်ရာအဖွဲ့အစည်းများနှင့် ဒေသအတွင်းအဖွဲ့အစည်းများဖြင့် ပူးပေါင်း ဆောင်ရွက်ခြင်း၊

The main function (Immigration)

Inspection and control of the entry and exit of Myanmar citizens and foreigners in line with the prescribed laws
Finding out and prosecution of illegal immigrants in accord with the existing laws
Control of foreigners who are staying and moving in Myanmar in line with the existing laws, rules and regulations
Record national registration tasks in line with prescribed laws
Scrutinizing of citizenship applications according to the Myanmar Citizenship law (1982)
Demographic surveys and analysis to lay down the State population policy for the development of living standard
Conducting population census to get accurate population statistics for the State policy
Demographic surveys and collection of accurate population statistics in support of National Security and socioeconomic Projects
Operating as a focal point for the activities of population and humanitarian support with UN agencies particularly UNHCR and UNFPA.
